Conference Synopsis & Theme 

Since introducing and establishing the concept of ‘World Class Sustainable Cities (WCSC) International Conference’ in 2009, this annual conference series has gained recognition and prominence among the built-environment industry professionals, City Managers, Government agencies, residents’ groups and stakeholders on the benefits and challenges faced in becoming a World Class City. 

This ‘12th International Conference on World Class Sustainable Cities 2021’ (WCSC 2021) themed ‘Low Carbon Society: From Blueprint to Implementation’, will be addressing issues pertaining to low carbon cities, sustainable urban mobility, urban environment / greenery, and climate change. According to UN Habitat, cities consume 78 per cent of the world’s energy and produce more than 60 per cent of greenhouse gas emissions. At the 2009 United Nations Climate Change Conference in Denmark and having ratified the Paris Agreement 2015, Malaysia has committed to reducing its carbon emission intensity in comparison to Gross Domestic Product (GDP) by 45% by the year 2030 relative to the emissions intensity of GDP in year 2005. 

Cities globally are taking initiatives and working on a sustainable urbanization approach that centers on reducing the carbon footprint or greenhouse gas (GHG) emissions of cities by means of minimizing or abolishing the utilization of energy sourced from fossil fuels and tackling climate change. A low carbon city is a society where people collaborate and put efforts into reducing the amount of carbon dioxide emissions, whether emitted from the hustle and bustle of daily life, or from commercial and industrial activities.

Established since 2009, the ‘International Conference on World Class Sustainable Cities (WCSC)’ annual series aims at providing a constructive and inclusive platform to enlighten, educate, change the mindsets and encourage community engagement of City Administrators, Government agencies, public & private industry players, as well as community groups and city residents / stakeholders. 

Throughout the past eleven (11) WCSC conferences, with the official endorsement and support of Kuala Lumpur City Hall (DBKL), WCSC series have successfully managed to share, educate, enlighten and create greater awareness to City Managers, Residents’ Associations, NGO’s, built-environment industry professionals, academicians and all city stakeholders in this country on the benefits and challenges faced in becoming a World Class City. WCSC series has been specifically designed to showcase some of the best and successful practices and experiences from World Class Cities, as well as to provide an opportunity for conference participants to learn and better understand the efforts made within our own nation.

WCSC series has since gained recognition and prominence with the continuous engagement of World Class experts showcasing best and successful practices and experiences in city solutions at these WCSC events which have seen some of the best practices and lessons learnt, successfully manifested into urban projects to make Kuala Lumpur City, a World Class City. Over the years, WCSC series has received overwhelming response from both the public and private sectors, and is now an event eagerly awaited by many, including RA’s, community groups and NGO’s. 

This annual symposium also encourages a strategic networking and constructive platform to educate, change the mindsets, encourage community engagement and increase the knowledge of City Administrators, city stakeholders, industry players, Government agencies and the general public to deliberate on integrated urban solutions and the key challenges faced in transforming our cities into sustainable human settlements that meets the needs of the present and in the future.

Objectives of the Conference 

  • To further enlighten, educate and change the mindsets of city stakeholders, industry players, Government agencies, Residents’ Association, NGO’s and general public on the key challenges and issues faced in promoting and achieving a ‘World Class City’ status; 
  • To learn and review available solutions, international best practices and experiences in the overall planning and development for the successful implementation of World Class Sustainable Cities; and 
  • To study the latest developments, innovations and ideas that have been implemented or practiced by other World Class Sustainable Cities and its possible applicability to Malaysia’s situation.

More than 600 conference delegates are expected from the following areas:- 

  • Mayors, Councilors and senior officers from various cities, municipalities, Government agencies, NGOs, Residents Associations (RAs), and the private and public sectors;  
  • Researchers, academicians and specialists in the fields of urban planning and development, education, social studies and welfare; 
  • Industry professionals, international organizations, and public and private institutions i.e. Property Developers & Building Managers, Real Estate Investors, Town Planners, Architects, Engineers, Landscape Architects, Valuers, Academicians and others; and
